Honestly Takada feels like Kenshin's main friendly rival, he's around more consistently than Tanimoto, had an interest in Miu which automatically makes him Kenichi's rival, and his fights are spread really far apart whereas Tanimoto having multiple fights with Kenichi is just part of the arc structure where they got interrupted, and Odin and Koukin beat Kenichi in pretty short first fights before a climactic rematch.

As for villainous rivals, I think Shou is the most important, them fighting and Shou dying was super important for Kenichi's character development, and if not him then Odin because that also marked the point where people actually had to take Kenichi pretty seriously as a fighter.
