Many people say they like the 90s style the best but I thought different artists had different styles. Dragon Ball didn't look like Ranma 1/2 or Cowboy Bebop. But I have to admit older anime had characters with some serious cheekbones.

The 90s didn't have an artstyle but there were some defining characteristics to its visuals just by extension of being basically the pinnacle of cell-based production.
The industry expanded greatly in the 80s thanks to windfall from Japan's economic bubble and the colossal profit margins of VHS sales, which led to rapid advancement in production techniques. In the 90s, the bubble bursting gave the industry a chronic lack of funding and pushed the anime assembly line to maximize efficiency, reduce cost and churn out marketable mass-appeal projects quickly.
Maturing production techniques combined with a need to simplify and abstract to keep production fast, simple and cheap led to a lot of the signature features of 90s character designs.
The 2000s and the widespread adoption of digital production created a fundamental shift, since now character designs were principally made with digital tools (especially colouring) in mind.

When people say that, they're not referring to a specific style so much as a collection of trends that were common among many artists in/around that time period. As such, more generic artists tend to blend together a lot. You have to be retarded to assume someone saying there's a "'90s style" means there was only one style in that time period.
Also, Dragon Ball and Ranma were '80s.

There is no definitive style for any era or decade but there are style traits that you can associate with a time period. One such 1990s traits was the zig zag cheek marks like in your image. Most 90s anime didn't feature them, but they did exist during the 90s in certain works. Simply put there are general design trends in each decade but artstyles have and will vary widely no matter what time period you look at.

I feel as though I can look at any anime for a just 5-10 seconds and accurately tell you at least what decade if not what half-decade (lustrum) it came out in going back to the 60's, almost 100% of the time. Even if a "new" anime is trying to imitate a "retro" style, it doesn't matter.

dragon ball actually had 2 art styles. mid to late 80s looked more nice and rounded, with a perfect balance of cartoon and semi realistic detail. Later dragon ball looked more sharp and angular and much more abrasive to the eye.
