All of the promo material downplays Nanoha and Fate as much as they seem to think they can get away with. I'm not watching Lyrical Nanoha for these new OCs. I'm here to watch the adventures of Nanoha Takamachi and her wife. Simple as.

The main issue is that what they really want is go back to the past when Nanoha was much more profitable. However they can't go back to loli Nanoha because the market is done with lolis, so they want shipping back in the series since it was a big thing back then, but no one is going to ship Nanoha and Fate again, this ship has long sailed and a new timeline is not going to fix this and the more they try to work around this, the more they risk people getting upset. So they are moving to the next thing which is focusing on the story or in new characters, they tried the former with Force and flopped, they tried the later with Vivio and it flopped. So now you are basically getting a mix of the two but with completely different characters of course.

The irony is that there was never any reason to actually make a new timeline, they ended exactly in the same place they were before lol.

Are you talking about female children as main characters in general or specifically involving fanservice? Because if the former there is literally a magical girl series with a JS protag this season (LuluttoLilly). If the latter, there's no reason they couldn't go back to being young and just not do the fanservice. Though it's less a requirement and more self censorship anyway I believe so they could probably still put in some fanservice if they wanted.

Not him, but point is - little girls/lolis are not allowed to be involved in series for lolicon. LuluttoLily, or really anything that came out with "lolis" lately (there are a lot) have no catering to the problematic creeps, so to speak.
And anime industry rides on appealing to a target audience. Nanoha without fanservice would be like...well, like World Witches without fanservice. Which also happened now that I think of it (Luminous Witches). It basically buried the franchise's attempt at a revival.

I think Strike Witches leans much more ecchi than Nanoha, plus for Luminous Witches they also changed how the powers worked with physical familiar. And that it wasn't an action series. So it was more about getting rid of the series' identity, which I don't think would be the same if you made a loli Nanoha series with less fanservice. Plus shit like Nukitashi still had loli fanservice from what I understand even if the nudity was relegated to the home release. Nanoha has never had that kind of nudity to require that.

And outside of this whole argument, do you think making a loli Nanoha anime without fanservice would be worse financially than making a Nanoha anime with minimal participation from the main characters?

That's a generalization, we still get a lot of innovation in all types of Japanese media, even if one third of new anime each season is now isekai.
Also, even if Nanoha and Fate are canonically married in the main continuity, this is a new timeline, so they can spend more time developing their relationship and the fans will be happy.

Lyrical Nanoha stopped being relevant when the NanoFate ship sailed while telling the supposed male love interests to fuck right off.

The franchise should restart with Nanoha and Fate having hetero ships in the spotlight instead of homo ships. And also focus more on upskirt panty shot fan service. Maybe gain some more fans by catering to them instead for forcing them to walk away (and take their money with them).
