I'm assuming that the Japanese phrase "meru-kari" is a pun on the online marketplace Mercari, which presumably is a good venue for scalping.

Kumeta seems to be humorously conflating this with Tokyo's decision to tighten the regulation of ad trucks, which often advertise host clubs (the trucks seem here look like they're advertising "number-one hosts", hence the "competition" angle, I guess) or adult entertainment jobs offering easy money.
