There was a very helpful blog post made, about how the premise was inspired by many cartoons where at least SOME animals are clearly intelligent, sometimes even talk to humans on a regular basis, yet are somehow still "animals". Think Catillac Cats or Yogi Bear. So, in a setting like that, what if the logical inevitability inevitably happens?

That's why Raine Dog was made. The tranny stuff inspired the later pager, but that's not why the comic was created.

Fun fact, Dana brought that up in some interview, that after doing political comics for a year or so, she realized political comics get old and outdated and then irrelevant super fast, so it's better to make evergreen timeless material.
