the main issue is, there's nothing about dirt and rocks that make them special enough for it to make sense for you to have a special power to move them around, unlike things like fire and lightning.
at LEAST, I prefer if you are limited to -seismic forces-
Like you manipulate the energies already in the earth, to UPTHRUST a spike of rock, or cause an avalanche, or whatever. but you shouldn't just be able to make rocks float, because all you have now is telekinesis that should logically work on _everything_ (if you can float 5000 pounds of rock, you can lift a person with the trace minerals in their bodies)

Feel the issue is if you do not have an explicitly mystical elemental system like avatar you are kind of left wondering why is it spefically earth control and not general telekinesis. Like is there a partiuclar reason why Terra can only control earth beyond just "because that what her power is"?

Terra probably lacks experience. Geo Force, her older brother, controls earth, metal, lava/magma and gravity.
She might get an upgrade in the current Titans comic since some of the other characters have shown abilities they didn't have before.
