So is it canon that Bart is appointed to the Supreme Court in the future (and Lisa becomes president) or are all future positions of the characters just throwaway gags?

it's funny
in all of Bart's futures he's a wrecking crew guy, or an unemployed moocher, or whatever.. yet being on the supreme court is far and away his chance to do the most destruction.
At the time this episode was written, those fucks were basically dismantling everything that had propped up civilization for millennia.

Early on it was cannonical because therw was no real expectation by the writers about the future being a returning gag or premise. Now it is basically throwaway and non-cannonical due to each future episode retconning the last.
