The test function of the outlet should not trip the breaker. It should only turn the outlet itself off. The test button on the breaker not turning off the breaker is an issue though. Do you have a multimeter? Have you confirmed that proper voltage is reaching the outlets?

It reads about 40% power for power coming from the middle 2 breakers. Top/bottom ones have 100
