back in the old days you could also disable the language translations, the help file, and the ActiveX plugins you don't need and save like 20 megabytes. I guess they keep the option around for old times sake.

that's just how Installshield works
if you want any options at all, you have to use the "Custom" setting

It's not an "advanced skill" to use it, it's an option for "advanced users" who need to use it. Think multiple drives, partitioned drives, and so on.
