No, that's a toy driver written by redhat troons trying to capitalize on the leaked nvidia source code, having spent 5 or more years lying about "encrypted blobs" being added. The additional context behind that is nvidia started using dma instead of ioports. RedTroons were too stupid to dump dma pages so they lied about nvidia blocking them out with nonsensical "muh crypto" arguments. With nouveau successfully taken over, killed, and in a perpetual state of decay, they just had to move onto this new grift given those aforementioned leaked driver sources.
