The Qing was just unfortunate in its timing, it was set to absolutely rape any non-industrial state and that's what it was doing. Then even against the rise of the industrial west, it actually faced this challenge better than every other state except Japan. It's just that facing this the second best was still utter humiliation.

While it was certainly very good at steamrolling Mongolian Khanates I wouldn't say it was raping it's neighbours. Even before the IR its borders had stabilized.
