It goes much further back than that. Mark Twain wrote something called King Leopold's Soliliquy, attacking him and the Belgians generally for being responsible for what he considered one of the two greatest mass human rights abuses of his time (the other being Tsarist Russia). And Joseph Conrad's Heart of Darkness was based in the Belgian Congo.

Well there was much to criticise considering how it was bassicaly a private property with hired mercenaries who hired local tribes. And even afhter that demand ridicolous ammounts of rubber.
