He doomed the USSR. He did a great job industrializing the country and a pretty good job winning WW2 but in the process he fucking murdered every single competent person in the country and made sure it would be a dead state walking, helmed by retarded sycophants who only knew how to survive repression and not how to actually run a nation. Mao for all of his retardation at least left a couple of competent statesmen around to run things after he died. Stalin left no one.

But that wasn't his intention? He was trying to kill the competent people and chose as his successor a very incompetent man that got outplayed by Deng Xiaoping. He didn't leave Deng alive out of charity or because he cared about China's future, he wanted to purge Deng too. Chinese geniuses were just smarter than Mao and survived his shit.

Meanwhile, Soviet geniuses were smart but Stalin was as smart as he was ruthless. If Stalin had been Mao levels of intelligence, way more competent people would have survived.

Hua Guofeng was not that incompetent. He did a good job arresting the Gang of Four and initiating the economic reforms that Deng would expand. He was just outmatched by Deng's popularity, especially with the military. It's worth noting as well that Mao did not give Hua Guofeng all of the power that he had. He split the high ranking positions in the party between Hua and members of the gang of four, hedging his bet between the left and center of the party. He expected this would lead to conflict after his death and told both sides as much.

Mao kept competent guys like Zhou Enlai and Deng around to get shit done and when he purged them he just demoted them or sent them off to the country side. Stalin would have fucking executed Zhou and Deng and their 50 closest associates the second he sensed a lack of loyalty from either of them.
