No lol. That phrase came from the Confucianist Song Dynasty that was obsessed with civilian oversight over the military (after what happened during the Tang Dynasty where the military had a lot of autonomy), wherein Confucian concepts were used to condemn militarism.
Also, in the Confucian ideal, a good man is a Junzi (literally: Superior Gentleman. A supreme gentleman, lmao). A Junzi is a well rounded person: he is able to compose poetry, administrate a town, understand natural science & spiritual rites, manage wealth & finances, and finally strategize a campaign & lead men into battle. A good man therefore is wasted if he just sticks to being a soldier, he must be a leader in all things and have mastery of all things 文武 (Wenwu: literally "Scholarly & Martial Matters.")
