Context that I think gets lost is that this kind of thing can happen in poor countries with authoritarian governments that are actually quite chaotic and bad at repressing people with more efficient measures. Now this is unlikely to happen in China today because the police are way better organized, but they didn't even have a single 911-style police telephone dispatch system anywhere in the country until the late 1980s. China is a huge country as well, so it's authoritarian but also disorganized in various ways, like there are millions of bureaucrats but also not enough bureaucrats. In any even the idea that the more totalitarian states of the past (Maoist China, Stalinist USSR) were highly organized and efficient is a total myth.
