The coil method can help you visualize long round forms that change direction, such as arms and legs, particularly in foreshortening situations.
Outside of that, there isn't much practical utility. This is more a mental exercise than a technique to frequently employ.
Something worth noting - there is actually a mild coil inversion between the lower and upper torso that this artist does not capture correctly, which somewhat defeats the purpose of this exercise.

The Loomis head is proportioned for human heads. Anime heads don't fall into that so trying to force Loomis on an Anime head doesn't work.
This is assuming we're talking about the typical anime style, not the more realistic ones.

Cartoon characters obviously have different proportions so for them you have to design a different manikin. Of course cartoons are often simple enough that the "manikin" itself is basically the character. Anime is tricky because it falls somewhere between realism and full cartoons. It's often based on referenced real humans but with things weirdly nudged around to make them "cool" or whatever

A constructive, form-conscious approach to drawing from imagination works. Loomis uses a constructive method. It works.
The problem that occurs with many beginners is they try to replicate Loomis' head construction verbatim, and apply it to designs that do not match it. That is the opposite of a form-based approach. Go back to the very first chapters of FWAP. Does Loomis use the sphere and cone for all of his cartoon characters? No, because that was not their form. The actual design dictates the construction, not the other way around.
Frankly, even for realistic character drawing, Loomis' head construction might be unnecessarily complex for a lot of artists. Its separate forms need to be drawn well individually, and intuitively positioned correctly with each other under various perspectives. Many fail at this. Their errors and sloppiness compound because of this approach is additive. A subtractive approach that starts with a single bounding shape (like a box or a cylinder) makes errors on each drawing pass smaller.

It works for both. The reason why it doesn’t “work” is because the Westoid way is to curve around the sphere when all you really have to do is flatten the line. Facial features are shapes while westoid has you drawing the whole ball of the eye. The concept is all the same besides those I pointed out.

It just seems like a variation of using sighting angles / plumb lines
You can try to estimate these relations by sight alone or you can trace them directly like this guy and use them like a grid
Now which way is more useful for learning, arguments could be made both ways
Like with most things, I'd say try both.
