In a modern air battle is having stealth jets or awacs going to be more decisive?

It'll just be about volume. Drones will be used so much it won't matter if you know they're coming, you won't be able to target them all. 1,000 drones can be fielded for the same cost of 1-2 missiles.

You need both, without AWACs the stealth planes need to use their own radar giving themselves away.

Even without getting into kinetic solutions, I do wonder how effective satellite based sensors will be when they are constantly getting jammed or dazzled by ground stations that are placed dozens if not hundreds of km from the frontline. AWACS has its own vulnerabilities, but at the very least anything that wants to use EW against an AWACS bird has to be close enough to be at risk from other assets simply due to the earth's horizon forcing a degree of proximity.
