Farming and construction isn't so complex you can't train people do it quickly, I have don't both.
As for leadership you can kill enough of them there is no centeral command and you are instead fighting a bunch of cells with their own motive and demands making peace impossibe.

Before Bill Gates and other corpo interests brought up all the farm land sub-1000 acre farms feed most of the world. It's only with investment firms now wanting to control the food supply that mega-farms are becoming common.
