It's just a single screw that I need. Why is it so hard? Does no one else need to replace these screws? I need a better reserve bike for these situations.

Buy 5mm threaded rod and cut one from it to the length you need, then work a head into it. Can be done with a vise, torch, hammer, and hacksaw or delicate file.
Or buy 40mm long bolt in a larger size and run a 5mm die over it until it becomes what you need.
Sometimes you gotta make it from scratch sadly.
