Psychoframe is a pesudo-womb that acts as conduit for Axis Shock. She helps in getting that vital chess piece across the board.
Also, the general Tomino commentary of 'adults bad' when her stubbornness gets Astonaige killed, butts into teenager's quarrel and shoots at Hathaway (who would have died if Quess had not sacrificed herself).

BC Amuro is like, I have to le surpass Char, otherwise I can't be a father and actually indulges in that blonde bitch's muh rivalry.

CCA ruined both Amuro and Char.
Amuro was still obsessed with Lalah, didn't care about Chan feeling and only focused on Char to fuel the fujo fags.
While BC Amuro actually was thinking about his family life, and Beltro feelings like a straight man.
CCA Char is a pathetic mommy issues simp who jobbed to Amuro easily.

I think that's something people underrate, how everything about Amuro and Char contrasts the two different ways people shattered by the same experience of the OYW and dragged through subsequent conflicts are dealing with it.
Amuro's fucked up but he's trying. Amuro's at least trying to move on. It doesn't mean it's easy or working perfectly, but he likes Chan, Chan likes him and they're both trying to make something work. The 'business' connection through mecha design is more likely a meet cute than a motivating factor.
Then you have Char with pretty much the exact opposite. Char's resigned himself to never move past the OYW and instead wallow in what it made him. Everything about who he is in CCA is a performance for one audience or another. Nanai's probably the clearest example of it, he just sees her as a way to perform the political power couple for Neo-Zeon. The performance of a relationship with nothing beneath it. Amuro feels intruded upon by Lalah trolling him, Char simply can't move past her.

The point of Chan was to contrast Amuro's choice in women to Char's choice in Nanai. Chan has a sad, lame pussy that makes Amuro look lesser for clinging to her, just as Nanai's makes Char look better. You can tell by how unfeminine Chan is when contrasted to the superior Nanai.

The show's handling of China and Kirara comes off like the people in charge of the Gundam franchise think women could never enjoy it. Despite how women falling in love with Amuro, Char and Garma are the main reason this franchise had any future beyond 1980, and like half the people who showed up to Tomino's New Century Declaration were women.

It's not really an interesting character though. Though even then, I doubt it's really that bad to deserve putting the show in the same kind of misogyny pit as Zeta and AGE as opposed to the "disinterested with women" tier the tiermaker put 0080 and Narrative in.
I wish the Builds had a female character who liked the show but didn't really like the gunpla. Instead the show fanboys are guys like Sei and Mao

Tomino wanted Beltorchika back because he forgot to do anything interesting with her in Zeta (oh wow... she held a camera...)
The sponsors said no because she would cramp Amuro's style. Amuro has lots of fans, Beltorchika has almost none. It was implied in this demand that Amuro shouldn't have a girlfriend any more.
Tomino decided to cave to the exact wording of the demand, but ignore the implication.
We got Chan, another character who does nothing, except be a kind of metaphorical mother of the Nu Gundam's psychoframe. Whatever that implies. I think her main contribution to the movie is in showing that Amuro is still straight honestly.
Anyway Tomino is obsessed with having too many characters in all his stories, and Chan is a symptom of that.

I would say, two things.
Firstly, it foreshadows the passivity and apathy of the Federation politicians we see in CCA. Their willingness to basically roll over for Char for three quarters of the movie seems uncharacteristic without seeing how they handled (or rather, were handled by) Haman in ZZ. You might also consider the political rift that has opened up between the sides and Earth to be something foreshadowed in ZZ, which results in them initially being willing to just watch Char drop Axis. We are already headed inexorably towards the Warring States Period as of ZZ.
Secondly, it shows the extent to which all kinds of ordinary people are frankly sick of the Earth Federation's existence and authority. They let down the people on Side 1, they let down the people they sell out to Haman by negotiating with her, they let down the Africans, they let down the Dubliners, they let down Judau personally. This hostility that is festering between a few Federation politicians and the rest of humanity is the whole ideological basis of Char's war, why anyone supports him. In Zeta, it appeared to be just the Titans who were despised by society at large, with only vague implications of the wider Federation being bad (mostly in that they keep supporting the Titans right up until Dakar).

The moment when EFF shows up towards the end of CCA to push off Axis just doesn't hit the same if somebody hasn't seen Judau getting frustrated by them appearing super late in ZZ's last episode. Those two scenes are in direct conversation with each other.

It’s no good, I’m really not good with that type (laughs). For me, the ideal woman in the Gundam series is Chan. Waiting outside the door with your knees in your arms, how noble and cute, isn’t it? I’m not good with women like Beltorchika who step in without thinking about the distance between us.
That’s why when I was working on Zeta, I couldn’t understand Amuro’s state of mind, and I didn’t like Beltorchika because she was too brazen, so I had a lot of regrets. It was a different dilemma than when I played in Gundam, and I was acting with a sense of hesitation. In that sense, it is one of the big bumps in my life as a voice actor.
I think it’s the same with any kind of work, but depending on if you’re satisfied with what you’re doing or if you’re not, the results and sense of accomplishment are completely different. Especially in a job like ours, if you act without convincing yourself, it will become a false performance. In that sense, I have regrets.
Some time later, I was given the opportunity to play the role of Amuro in the movie version of Mobile Suit Z Gundam (hereafter, Zeta: A New Translation), and this time I wanted to play Amuro realistically, with full understanding of his state of mind and the situation he was in. What I did for that was fall in love with Beltorchika.
Why is Amuro attracted to Beltorchika? I thought about that first. After all, men who risk their lives on the battlefield need a supportive foundation. I think it’s their goal to return alive, to a place where you can enjoy life for a short while. Surely, for Amuro back then, Beltorchika was that kind of woman, a necessary existence. That’s why I came to think that he was attracted to her.

There was a meeting party before the dubbing, and I asked Maria Kawamura-san, who plays Beltorchika, “I want to fall in love with her, so can you give me a hug?” (laughs).
