How to solve shitty themes winning:
Allow negative votes.

Allowing for voting against themes would lower the scores of both your favorite niche theme and the cancer retarded themes, while increasing the scores of themes that everyone would be okay with, but are no ones favorite.
The theme that is the "favorite" for the greatest number of individuals != the theme that the most people would want to build.

I have mixed and used water based, oil and enamel liners.
enamels always work best.
oils are good, but take forever to dry and smear (this is both a pro and con)
water based paints tend to bleed to other areas when they dry. they are also the least resilient, and don't play well with other paint base layers when doing solvent cleanup. that's the big benefit of oils/enamels. their thinners do not disturb acrylic or lacquer paints.
