Literal who pirates with a 5 figure budget can close the strait. If there's even less than 1% chance a boat will get blown up, then the boats can't get insurance and won't be sent through.
The strait is open as part of a ceasefire, the "deal" isn't going well and neither side will budge on enrichment of uranium.
The downside to an open strait for iran: economic pressure is relieved so the US isn't approaching its time limit.
The upside for iran is they aren't getting attacked, and more importantly if trump wants to attack again he has to get the strait closed which is currently open. So it's reset as a deterrent. If Iran closes the strait when they aren't under attack then it's no longer a deterrent, they would have to escalate to closing the red sea with the houthis. It's better to stay low on the escalation ladder and let your opponent taste the ice cold lemonade.

Then Trump announces that this isn't good enough he's blockading everything, oil goes up a bit. Then he announces a return seemingly to what was announced with the start of the ceasefire, except now most of that time has been squandered and less has gone through than would have if Trump had said nothing, and oil goes even lower?
