Econ major speaking, tarrifs ARE inefficient.

However some inefficiency is often desired for industries considered economically desirable longterm, or strategically needed.

Call it corporate welfare, if you will.

Theres way more interesting things to be annoyed at Xion Don for.

Tarrifs can be reasonable. China does it to YOU, I believe.
