Not quite.
Rumsfeld was CEO of Searle, which developed Aspartame. Aspartame was going to be shot down by the Carter FDA, because the poison was actually eating holes in the lab animals' brains.
The Searle scientists were discouraged, because their sugar substitute was actually deadly poison. But Rumsfeld laughed and called them idiots, saying to them "This isn't a scientific problem - it's a political problem."
And the timing was such that during the Apartame approval process in 1980 Reagan made his secret deal with Iran to keep Americans hostage so Carter would lose the election (the Israelis had sabotaged the earlier helicopter rescue attempt), and it was the Reagan team that was going to rule America in 1981.
And Donald Rumsfeld was on the Reagan transition team.
The very first act of this transition team was to order the FDA to make no further rulings on the safety of Aspartame. THIS IS WHILE CARTER WAS STILL PRESIDENT AND THE TRANSITION TEAM HAD NO OFFICIAL POWER.
Then, after Reagan is sworn in in 1981, one of the first acts was to fire the previous FDA head and install the Searle- and Aspartame-friendly Arthur Hayes.
The old (Carter) FDA panel had voted 5-0 to ban Aspartame because it caused brain tumors. So Rumsfeld and Hayes stacked a new FDA "safety" panel, and voted again.
Even the stacked panel still voted 3-2 against Aspartame - it was that poisonous.
But Rumsfeld and his company Searle were not done.
They had Hayes appoint another member to the panel. This new toady voted as ordered, and now the vote was a 3-3 tie.
So Hayes then appointed himself as the seventh member of the panel, voted to break the tie 4-3, and Aspartame was approved.
Following this absolutely metzitzah b'peh of public safety, the following events occurred:

I chose the pic of Michael J Fox to go with the Aspartame story because soon after Aspartame was approved both Pepsi and Coke rushed to make "Diet" drinks using Aspartame. Michael J Fox - a VERY big media star at the time - signed a big and highly publicized contract to promote Diet Pepsi. And he started guzzling the stuff like water, all day every day.
And it wasn't that long after he started his massive ingestion of Aspartame that MJF started exhibiting Parkinsonian symptoms - which puzzled doctors because he was young and healthy. Why would a very healthy young man suddenly develop a brain disease of the elderly like Parkinson's?
It was the Aspartame. But there was far, far, FAR too much money at stake for anyone near MJF to ever consider that as the cause.
(It turns out that as Aspartame is metabolized by the body the toxicity causes effects that are similar to other diseases. But because the symptoms aren't caused by those diseases, the standard treatments for those diseases don't work. Poor suffering bastards.)
Aspartame was eventually such a cash machine it was purchased from Searle by... (((Monsanto))). It was renamed "NutraSweet," and eventually made its way into tens of thousands of consumed products, from drinks to food to candy to baby products to toothpaste to medicines.
It is so ubiquitous, and so poisonous, that it will never be removed from the food supply - because if the truth were fully known the resulting lawsuits would sue the entire world into oblivion.
The only option is to be watchful for it as an ingredient, and never, ever consume it.

Regular coke has non nutritive sweeteners here. It's the con-sequence of a sugar tax. This is not the only country to have been targeted by some sort of global lobby to put artificial sweeteners in food. They even put them in children's breakfast serial. They don't say which poison, just generic non nutritive. There's a huge upsurge in kidney failure and every little town has a dialysis clinic
