There's maybe like 3-5 US feds who have a higher budget that they do and they all are collecting wrestlers like action figures. They just have to work with who is available and unfortunately, that doesn't leave a lot of room left.

It's just nearly impossible to be the 4th or 5th fed. And even the "we'll use CMLL wrestlers" thing doesn't work because right now, everyone is using luchadores.
