They kept trying to shoehorn Charlotte in and they wanted to turn Becky heel at her expense. And they kept trying from Summerslam through Evolution and even past then. Crowd didn't go for it. It was out of spite. Once WWE embraced Becky and ran with it then the spite goes away and no one had any reason to actually care about her
