They moved to Germany as children because their families could claim German heritage and thus were eligible for late settler status - although Podolski‘s family were germanized Poles in the first place while Klose‘s family (Klose obviously is a German surname) were polonized Germans. Podolski‘s father is named Waldemar, it’s not like they had nothing to do with Germany. Then both grew up and got developed in Germany. Podolski started representing Germany at U15 level. Podolski himself said no one from Poland asked him to represent them, so he didn't even seriously consider it. They overslept, so there wasn't even a question to begin with. Podolski does feel strongly connected to his Silesian roots, but he's at least equally rooted in Cologne, the place he grew up since two years of age. He's treated as a folk hero there as well
I think the Polish FA would have had a chance if they had been early. Smaller nations can offer a quicker debut for the national team after all, so Podolski might have considered Poland - assuming he doubted his chances to represent Germany. I don't think he ever had an issue representing Germany, though

Would he even be the same player had he gone through the English youth set up? I imagine spending some time at Clairfontaine, however limited it may have been, since 18/19 taught him a lot of things and undid all the bad habits he would have been riddled with had he opted for the England youth sides.
