Sevilla doesnt even have level for the Conference league group stage, what kept them afloat was doing that and consistently hiring good players other clubs werent sure about buying and rising talents. When they started going hit-or-miss with the recruiting the "play CL to win an Europa" strategy stopped working because they started having far less consistent results on the league.
Its a similar issue Schalke had but theirs was further plagued with phantom sponsors who never gave them a cent after failing to qualify for the CL, and giving players ridiculous wages.
