Speaking personally, I like the JP artists as their one offs but wouldn't care for an entire set designed that way.

I imagine that a lot of MTG's design overlaps between sets because the artists are expected to operate through a pipeline, and the overhead required to retrain direction for an entire department for that much of an artistic departure would exceed potential profits, and gives most monetary boons when it's effectively maintained as smaller independent projects bordering freelance.

Short and long of it is that advantage from turn order is relative to the number of opponents you have and it works as a gradient. When you're ahead, you've got 3 people targeting you and when you're behind, you're mostly left alone. That leaves room to level out once you get to the mid to late game.
In 1v1 though, you are always the target though and you can't expect to reach mid or late game. So balance is enforced at the start.
