When the studio owns your likeness rights, they fucking OWN it forever. Technically Disney can make an entire new Star Wars movie using Mark Hamill, Carrie Fisher and Harrison Ford's faces without their permission and not paying them shit for it.
A lot of actors know this, and refuse to sign away their likeness rights because of it. Robin Williams himself was hugely against it when it sank in that he doesn't own his face, and TV/movie studios do.

No it isn't. They had permission from Cushing's estate. This came up due to a lawsuit from another company claiming they had obtained exclusive rights to his likeness prior to his death.
And they had Carrie's permission too. She saw "her" scenes before she died and gave her thumbs up. John Knoll talked about only using her likeness if she approved.
There are currently bills being passed in California and NY to prevent deepfake/CGI/AI likenesses being used without an actor's permission.

I only had the Splinter one with the flock. I guess they did another one without it. But they really fucked things up with their classic collection line of turtles toys by releasing a repainted regular Splinter. Even his weapons aren't the movie one.

Pretty sure that's Schwarzenegger's likeness for Terminator 2 and Last Action Hero. Now as for T-1000, the rocket pants one is not Robert Patrick, but the liquid metal one looks like he agreed to use his likeness. These are also kids toys. so it's not like you're expecting Neca quality.
