Finished Mohrta recently, it plays heavily into the "weird worlds patchwork" theme, but is kinda lacking in the companion department. Best you get is Yoruga during the war carnival. Not that I'm complaining about her, she's great, but every other world and their NPC just feels ...lacking.

First, this seems like a weird thread for a misanthrope.
Second, it's completely contrary to the setting lore for how humanity operates at the time, falling squarely in line with the eternal diplomats trope.
It was almost certainly the Apex, because it's completely in line for how their governing body, the miniknog acts. This is made easier because the two species can be easily confused from afar and the Avali are quite decentralized, allowing a lot of confused info to spread.
Some Avali more sympathetic to humanity outright say as such, that they think the Apex did it.
