I still think they are similar

Crime rates are about the same, I've been multiple times and never had any issues even picking up street walkers. Might be because I'm short and black with an atypical phenotype so I seem Latin American coded.
I also stayed ion Centro and not so nice areas so again i wonder how you got into that situation

Brasil is awesome. I am dating a cearense and a carioca (neither know about each other lmao.) I've been to Fortaleza (twice) and Recife with the cearense and to BH and Floripa with the carioca. All were great trips with good prices, good food, beautiful sights and lotsa sex.

You don't need to stay anywhere with armed guards or anything, in Paraty I got a comfy Posada (like a Brazilian small scale hotel) with only a geriatric doorsman as "guard"
That said, Rio de Janeiro genuinely is dangerous. Paraty is a small colonial town, not a metropolis..

I feel like it was more because I was young, but sophomore year of college I went during the olympics. It made me realize I actually am a beach person, and I've just been visiting sub-par beaches my whole life.
By coincidence a family member of mine ran into a ex-brazilian cop in Spain. They explained they would never go back to brazil since she would be killed as an ex cop. She explained during the olympics the police made a deal with the favelas bosses to not fuck with the tourists during the games, and in exchange they could do whatever they wanted in the favelas.
It was super safe when I went and we stayed like a 30 mins bus ride away from Ipanema beach. We stayed on this little island neighborhood and had to take a boat to and from the island each day. I even saw a wild capybara swimming in the water. The island had shops and stores and had bakers waling around selling bread. It was awesome, there was a lot to see with all the olympics stuff, but holy fuck the beaches were amazing.
Living in California I thought I just hated beaches, nah I hated CA beaches. Warm clear water, whole beach littered with people. It was awesome, but we saw people getting their stuff swiped when unattended all trip.
I don't know if I would ever go back and stay that far away from the tourist areas with the crime being back. But my wife's rich sister went recently, and stayed near the beach and had no issues all trip.
Surprisingly speaking spanish didnt help at all, english did tho, so you didnt feel as helpless with communication.
