I envision it as a 70s detective movie about a middle aged detective who lives on a house boat. The Steely Dan songs are just the soundtrack so it's not really about the band but about the VIBE their music creates.

I like this idea. The entire plot (tracking down the drug dealer) just goes no where and the film just sort of meanders around till it ends ...seems more realistic and in tune with Steely Dan's music.

This. Unfortunately their story isn't very interesting. Plus musician biopics are overdone anyways. I would still love a movie that heavily relies on Steely Dan for it's soundtrack and captures their distinct cynicism/dark sarcasm
