I’ve noticed it fairly often that characters that are not tomboyish neither by personality nor tastes are still presented as such by the author. Not a single thing about Shizuma screams tomboyish to me, i think Kase-san should be a fair comparison.

But on the other hand the manga moved in a rather different direction before it got hiatused forever, including introducing a new main character right before it cuts off. So I would rather see a straightforward adaption of the manga, followed by a conclusion based on the direction we got.
Alternatively, adapt the novel, IIRC Shizuma slept with everyone there.

I would prefer spiritual successors instead, the originals were perfect as is and don't need remakes. Many people didn't like Madlax (I rewatched it recently and while I liked it I also admit that it was the weakest of the Girls with Guns trilogy) because of that reason, it felt like it was originally supposed to be a sequel to Noir which wasn't needed.

Shizuma looks more feminine in the manga. Her anime-design is sharper and more rapy. Amane is a cute tomboy in the manga. In the naime, she is almost a carricature of a yaoi design. Thats why i like the manga more.

In the manga of Strawberry panic, it seems like it was going to be more action packed as Kusanagi Makoto seems to be a Shocker leader rip-off and the whole plot about both Amane and Shizuma leaving and coming back seems to be a reference to the cast switching of Kamen Rider
