beat SF3 and about to do the postgame and battle card hunting
Since going over 100 noise tends to give illegal data, to just farm for the enemies actual cards do I need to try and juggle myself below 100 noise?

What you should try if you're farming illegal cards, just do like 25 virus battles with low noise, then do a V3 or R boss, and try to S rank it with 300+ noise. If you want an explanation on how illegal data works, here's a page on it. https://www.therockmanexezone.com/wiki/Illegal_Data
