Probably, Japanese people think, "If everyone makes a little sacrifice, society as a whole will function smoothly. So, laws and rules are important for clearly defining 'what and how much to endure,' and protecting social harmony in that way is what's moral."
On the other hand, foreigners think, "Since laws get amended from time to time, there's no guarantee they're 'right.' So, breaking laws or rules is a separate issue from whether you're a moral being, and religion is necessary to guarantee morality."
