A simple game about crossing a designated finish line first. For instance, Mario Kart is a racing game. Gran Turismo is a racing game. Racing Sims are racing games. To an extent, you can make any game into a Racing Game by speedrunning it.

Nobody coined the term in the way that you're using it though. An arcade racing game is a type of racing game the same way that a first-person shooter is a type of shooting game. A "pure racing game" would be some basic game dev school project where there is not a single thing distinguishing it outside of the fact that it barely functions as a race between the player and someone or something else. Any game where the purpose is racing is a racing game. It would only become "pure" if it was so shitty it couldn't justify any other adjective that would further entice people who enjoy particular types of racing games.
