He was only there to question the locals. His Spanish cop translators somehow thought it best to send their EOP charge in alone to talk to the Spanish rubes. If Leon had any extra gear, it was likely in their car and lost when it went over the cliff. The first rescue chopper was shot down when it tried to enter the area. The Spanish government finally agreed to allow a gunship into their airspace to help Leon when he reached the island but other rescue teams would take longer to reach the previously unknown island fortress.

Per Umbrella Corps a team of Navy Seals/Green Berets were sent in after Leon had sucessfully confirmed that Ashley was extracted, the said team's primary objective was to neutralize any Plaga infected creature in the area and the complete demolition of Salazar's ancestral castle. Of course given how the Plagas naturally re-produce they couldn't properly eliminate the parasites so an massive quarantine perimeter was set up in the area.
