How do you like your PvP system to be?
Examples:
>Free for all anyone can PvP anyone
>Can only be PvPed outside of towns
>Can only be PvPed in specific locations (e.g. The Wilderness)
>Can only PvP on PvP servers
>Got to have PvP turned on
>Can only PvP people of a rival faction if they're in your territory
>Dueling system

The problem is more that there needs to be better tools for running away. People's hate for PvP is that it's so gank-focused. You get jumped, you're forced to fight when you're already disadvantaged, and it's hard to actually work towards where you can't be ganked, because you're getting ganked while getting the levels and gear required to deal with it.
Maybe design the system with skillshots and channeled abilities in mind for gankers, or items that people getting attacked can be used to disengage, but hampers them a lot when the assistance ends.

challenges/requests for 1v1 duels allowed to be fought anywhere solves everything and would be kino if people decide to finish arguments with a duel
imagine getting to watch a duel while you fish for lobbys in Karamja over something completely retarded
