With how generous the game is and how unnecessary dupes are, they're not making much money on the gacha. Skins are their only real revenue and a majoroty of spenders prefer the comically large tits. Selling a boob slider for characters that already have the biggest tits wouldn't sell. So the logical choice is to sell implants for the girls with "modest" breasts.
