No, it copied exactly what it wanted to. Your problem is expecting L: Z-A to be a Kalos remake, like L: A was a revisit to Sinnoh, without being a Sinnoh retread. I didn't have a problem with it being set in the city, but I didn't look at the early reveal material and immediately decide it was a guideline rather than a rule (fucking thing writ loud and clear it was focused on Lumiose, XYgotes told themselves it HAD to feature Kalos Major too).

Yeah, it was never going to be that, mainly as the last "sequel" was nothing more than a rehash throwing shit at the wall (notice they tried to make an XY2 for Gen 6 before actually making rehash SM as a pair in Gen 7), while Legends was exploring game mechanics and story concepts that wouldn't fit in the trad scenarios.
And let's not pretend what got released as GS was what Tajiri planned as Pokémon 2, it was the concessional choices made to get it out the door that made it. They'd fucked the game up trying to make it an actual sequel. You wanted a fictional construct, given everyone outside Tajiri was desperate to curb its tones of finality and the only sequel they'd tried was intended to be the end of the thing.
