Life is the toll to use it, you ape

You are meant to use the Switcheroo move to pin it on the opponent to slowly kill it, like the Toxic Orb.
Or I guess if you find Pokémon too easy you can wear it for a challenge.

This one's actually a real question I have, the hell is that move anyway?

My best guess is a mix of bad translation and weird concept.
The fact that only Makuhita & Hariyama learn it naturally leads me to suspect it's a reference to sumo salt purification, especially since Makushita is traditionally the lowest rank where salt purification is widely used. There's also a grain of sense for it purifying paralysis, though this not affecting anything else, like Curse or Poison is strange. This ending up translated as smelling salt makes a weird sort of sense, since this IS a salt used by athletes, though that's about the extent of relationship between the two. But then the paralysis cure makes more sense as a smelling salt, though sleep makes more sense than paralysis.

Of course, I don't actually know any Japanese, so have no idea if there's anything to be scraped from the Japanese name.
