Eggman has hardly killed anybody and eggman could easily kill sonic as much as sonic can easily kill eggman, it's one of those things where neither know they kind of need a protagonist and antagonist, eggman doesn't want to kill sonic as much as he just wants him to admit eggman is better while sonic knows eggman wouldn't go as far as killing anybody or else he'd probably had killed him by now.

Inafune hated that Super Rockman Adventure had Wily take down helicopters that didn't show their pilots ejecting out of danger. Like, really really hated the possibility of Wily killing people in the Classic era. I get it, since tonally Classic doesn't really work with it. It's like how goofy kaiju movies don't typically have the heroic kaiju killing people.

Though now that you mention it, the first manga for Mega Man has human workers getting killed by robots at Guts Man's stage. Like, pickaxes being buried in them and blood spurting out. It's nuts.
