Has there ever been a bigger drop off in quality between games? Even the soundtrack is terrible. Literally the only reason to play it is if you're a Tekken story autist and need to see all the cut scenes.

Bait. The entire vibe of the game is great, Tekken 4 is known for having a very iconic aesthetic, the visuals and the soundtrack are brilliant early 00s vibe.
The only thing really wrong with it is the gameplay - broken stages, weird throw repositioning mechanic (honestly kinda giga brain if they're skipping to endgame high level meta where throws get broken all the time and you just use throws for repositioning), kbd removal, char-specific jank(jfls, etc).
Yes, Tekken 3 and Tag1 are better as games you play with people. But the aesthetic of console Tag1 is ass(arcade ps1 visuals have a cooler vibe), and the soundtrack is ass compared to 3 and 4.

They dropped the catchy electronic beats for generic epic orchestral scores, none of which fit any of the fighters they were meant to be for. I challenge you to name more than one song that's worth listening to on its own.
I do agree that it looks better than Tekken Tag though.

Did someone give you a bootleg tekken 4 rom hack with a different soundtrack to troll you? Tekken has literally never gone generic epic hollywood orchestral, Tekken 4 is still electronic beats - at most you can say it dipped into some orchestral elements, but that's like calling Juno Reactor's music in the Matrix epic orchestral. It's fundamentally electro/sample based, leaning into some jazzy sensibilities and keeping some grungy guitar work as a 90s holdover.
Doing a review of the OST, I can't think of a single track that you could think of as a "generic epic orchestral score". All of them are within the spectrum of sampley/electro/grungey/light jazz/chill dreamy electro type vibe.

T4 isn't a bad game, it is more of a side grade based on the type of player.
If you weren't a competitive player then it was seen as a really cool game with a very bold approach for the story mode and stellar presentation.
Gameplay is still fun in a casual level and you only notice how easy it is to break if you're more than just an intermediate player.
There's this revisionism with Tekken also ignoring that prior to 4, only Tag Tournament wasn't horrible broken and unbalanced.

This didn't really affect the gameplay besides the Danger Zones. There is MUCH bigger gameplay implication from just water in DoA2, because standing on wet/ice surfaces guarantees critical hits for moves that don't normally crit.
DoA4 is the one where they actually went full retard with uneven terrain and obstacles in the middle of the stage.
