Why was it poorly received compared to the first two games?

Probably because it was released unfinished and the on foot segments were awful. I've always enjoyed it though

The actual driving missions were boring and stupid and the on foot combat and exploration they ripped from GTA were half cooked. It's like they decided we have a year or 2 to make a GTA killer and in that time we have to figure out what makes GTA fun. They didn't figure out the fun part and forgot about what made the series fun to begin with. Driving.

It should have been driving for 95% of the time. Drive-by mission would be welcomed. On foot just to swap cars and interact with the environment and NPCs.
But the retards decided to copy GTA, ruining the entire premisse of the franchise.

driver was one of those games that only existed to provide better game devs an idea of where to go. they could look at Driver and say "we can do that? wow I know how to build on that concept and do it better!" it's like Pitfall or Pole Position. obsoleted by successor games, and the attempts to continue the IPs only served to humiliate the devs because they were limited by trying to make a 'sequel' rather than a new game.
