In the mid-2000s this was one of the premier Dreamcast games. You could not talk about the Dreamcast without it being brought up. Now it is barely mentioned and treated as a joke.

This is one of the reasons. Look at DOA1,2,3 and DOAX and then compare the sex appeal in the newer games. They leaned too hard into it and now DoA is filled with waifubait, fapbait, and broadly speaking loaded with characters no one gives a shit about beyond their tits&ass.
Earlier games were firstly fun games that were easy to get into and had enough depth to keep serious players interested. The sex appeal and underage girls doing high-kicks to flash panties was a nice bonus that didn't consume the rest of the game. Plus they seemed to try and push the boat out when it came to graphics or interactivity with the stages. Now, again, it looks generic with no style and made to pump out generic fapbait.
