You might be misremembering. There is multiplayer, but the waves are preset if i remember.

Iron Brigade was better tower defense hybrid.

The multiplayer you could pay points to deploy waves but it was busted balance so you just spammed tanks to win.

Unfortunately the studio that made this and Toy Soldiers Cold War actually just went bankrupt after attempting to make Toy Soldiers 2. Shame, it looked pretty far along from what was shown too.
