Kyoto is largely a historical city and a cultural powerhouse. It's not like nobody young lives there, but look at a map of Japan - Kyoto is essentially the same municipality as Osaka, and the latter is more of a business centre fit for a younger population. So I guess there is some cultural prestige element when things take place in Kyoto, but otherwise setting events in Osaka gets you the same population with more easily accessable modern amenities.
