Hi guys, i have an HP Pavillion Gaming 16-a0029ns, it's equipped with an i7 10750H and an RTX 2060 Max Q, no matter what in games the GPU won't go past 70% usage, the CPU isn't bottlenecking the GPU since none of the cores goes past 70%, the GPU temp stay around 66-70°C and the CPU stays at 87°C in gaming, i tried using an external display but it actually got around 10% slower, i have everything set to max performance in my power plans in both Windows and the Nvidia control panel, is it normal?

your PC simply looked at your desktop games icons, and refused to go past 70%

Your CPU is likely slowing itself down slightly to stay at 87°C, which in turn leaves your GPU waiting for instructions. Focus on cooling the CPU, and that GPU usage number should climb.
