So random geological events over millions of years created numerous rocks, boulders, etc. that share several anatomical correlations with actual biology? The simpler and therefore more likely answer is that these specimens are examples of actual petrified biology.

And for some reason we are here now as the remnants of some civilization

But the only humans left are not noble. everywhere I look I see corruption, greed, third worlders.

They went hands off. They went stealth mode. They went non interference.
Maybe they tried to rule for a bit, the ones that defied the big man and bred with humans. And the big man went from a flood to wipe out his degenerated animal/god hybrids to having some mercy. But maybe the plan is the same, but with more indirect methods. Instead of outright killing us, they're promoting return to monke or letting us kill ourselves.
I don't like that. I want us to be able to fix ourselves. I want us to reject the third world. Why is eugenics even a nasty word, when we can edit genes?
